Complain! Tell the landlord (ideally) in writing, that you require 24/48 hours notice of when he is coming and that if you do not answer the door you do not want him to let himself. Of course, you may be happy for him to let himself in if you are not at home but that if your call and you have a right to choose but at least if you have advanced warning you might not get caught in a compromising position as you would be expecting him and you shouldn't have to put up with that. Or agree that he will come on the first Monday of the third month or something like that. At least he isn't popping round every 5 minutes to empty the meters which is one plus point on his part.

Some tenants (rightly so) would be jumping up and down in anger if a landlord did this to them and would be hot footing it down to the CAB/Solicitor.

there is an upper limit as to how much additional costs per unit a landlord-owned coin-operated fuel meter can be set to - it might be worth talking to your energy suppliers.

The rent to be honest is cheap for what we have got which im sure he makes up for on electric charges. THe electric he has just put up he says its in line with the 20% increases but i think we have always paid more.

He had these sub meters put in and he empties them.

LLs used to be able to clock the meters but there's legislation now it seems...

Talk to Shelter. Unfortunately, its likely your LL would just kick you out and get some other mug if you kicked up too much of a fuss about his dodgy ways.
