The VAT dodge which you are talking about has, in fact, been ruled illegal and is no longer practised by the retailers.
The reason that holiday companies charge for credit card payments is that they get charged higher fees than other retailers, precisely because of the high level of chargebacks the bank experience. When you look at the collapse of Zoom this week, and the amount the card companies are going to end up reimbursing, it is not surprising that travel companies are seen by banks as a bad risk and charged accordingly.
There are some travel agents who do not charge a credit card surcharge, or who charge a fixed amount rather than a percentage, which could work out better depending on your holiday.
