BUT the above "rules" don't apply to 99.99999% of barcodes.

The "99" at the start is nothing to do with scanning "universally"
It indicates that it is a REFUND - basically a MONEY OFF COUPON - a DISCOUNT.
Hence the value digits "200" at the end.

"NORMAL" barcodes, like on a tin of Baked Beans, have a totally different meaning.

CC MMMMM PPPPP X

CC = 2-digit country code

MMMMM = 5-digit manufacturer number

PPPPP = 5-digit product number

X = 1-digit check digit


The above is the basic original format concept - there are a few exceptions and variations. (eg Books - ISBN & Periodicals - ISSN)
