Have you tried applying to Yorkshire Bank for their Readycash account?
I have a shocking credit rating (including a satisfied CCJ with them) but I explained this fully to the man and he said it was fine. They are lovely and if you are successful the card you get is a dual function Maestro (pretty similar to a normal current account, just without the cheque guarantee)0 -
You may have a chance of getting a basic account if the problems you mentioned are not in any way related to fraud.0

Most (Actually I think all?) of the major banks offer a basic account of some sort or another, so it might be a case of checking out the T&Cs to which suits you best &/or looking at who has the most convenient branches/cashpoints for you.
Whether or not you get accepted by any particular bank is, as jones said, likely to depend on what exactly your CR shows against you.
Good luck!0
