We have just had BT out as we had no dial tone etc and if you rang the landline from an external source it was engaged. The guy has been in and changed the master socket which is in the bedroom. He said that they will charge the provider and it is down to them (BT) whether they charge us or not. We were originally with Virgin when we bought the house and the line was connected through them, when we changed to BT they didn't come out and put a line in or anything. The engineer says that they should have so we shouldn't realistically have to pay the charge. I too am interested in the threats made to BT so that I am ready when I find they have charged me an extortionate rate. I was also told by the guy on the phone that the engineer would start outside and work in, he never did anything outside so they have you right from the start. If they charge me I will argue until I am blue in the face!

It's irrelevant whether the fault is inside or out. BT's responsibility is up to and including the master socket, end of story.
The only exception to this is when the damage is considered to be user inflicted, e.g. if you have damaged the cable when decorating or similar.
