Yes. To get the £20, you have to bet it 10 times over i.e. make £200 worth of bets. For roulette, your bets only count as 10%, therefore you have to bet £2000.

This will obviously take a long time, during which Ladbrokes are likely to have won all their money back...

Simplest way to do it is to bet equal amounts on black and red at roulette - you only have a 1/37 chance of losing your money each time. Note however that if you are betting £10 on black and £10 on red, you will need to do that 100 times in order to get at your money, during which time the odds are that the ball will have landed in the 0 slot (ie neither red nor black) and you will have lost all the money.
