Sharing External USB HDD

Hi everyone. I have a wireless network at home consisting of a desktop and laptop. I have an external USB hard drive attached to the PC and can share the files on it while PC is switched on. I wonder if there is a way of connecting the external drive directly to the wireless router to be able to use the files on ext HDD even when PC is off. I guess I will need some sort of USB to ethernet converter/adaptor for that? I guess in theory this should be possible but wonder if in practice it will actually work. Your comments are welcome. Also please reccommend suitable adaptors.
