Can I have my utility bills coming out as direct debits from Amex?

You cannot have a Direct Debit on a Credit Card, only a 'Continuous Payment Authority'
(which is not advisable, as you cannot cancel it from your end).
Some Utility companies accept payments by CC (usually with an additional fee), others do not.
Get in touch with your supplier, only they can give you the correct answer.0
