loft insulation

I'm looking into adding extra insulation in my loft.
Problem is about one third of it is boarded over with chipboards.
Is it ok to insulate over existing boards?
Any help would be greatly appreciated.

I have the same problem/question, I have seen the insulating board that you can add chipboard on top of but this is quite expensive I think, to be honest I was going to have a really good sort out and get rid of as much stuff as possible from the loft, will then insulate (30cm) as much as I can and probably leave just a small amount of boarding uninsulated (or see how much of the insulating board I would need to use to create a reasonable decked area).

The one question I had was about electrical wires, I read in one guide to try and lift electrical wires above the insulation to prevent overheating....I dont think that this is really possible in my loft...I planned to lay some inbetween the rafters and then more at 90degrees across the rafters, now most of my wiring seems to be quite low down at the base of the rafters and doesnt have the slack to raise it up 30cm along the entire length....is my house likly to catch fire/cable burn out/house fuse of is this advice being over cautious and can safely be ignored
    thanks
