I had a similar problem when I was wanting to format a 4GB card for my Tomtom. Eventually I downloaded and used from the following. http://panasonic.jp/support/global/cs/sd/download/sd_formatter.html

If you mean unzip TomTom files, then there's a good program called 7-zip.
Just open up the zipped archive, and select all, click extract.Russia is HERE0
