Where to save it.

Hiya all

Wonder if you can help I have finaly got a grip on my finances and I mean a death grip by the throat...... .........what I would like to ask is where/which saving account would you suggest for the following.

I would like to put in the account next years.... "council tax/water rates/house insurance/dog insurance/car tax...ie items that have to be paid and I will pay them in full have the funds nw to put them aside for next year and still continue to pt the "divided" amount into he aount monthly to sustain this year on year."

So my question a saving/regular account that I can put regular amonts into and not be penalised for "withdrawals" does that make sense?
