Refused Balance Transfer

Due to the disgraceful doubling of my interest rate on a balance of 2.4k by mbna I tried to move the balance to my Bankofscot/halifax card
When I tried to move the balance online it was refused as they say they ae not taking transfers from this organisation
Any ideas why? They are not the same company are they?

It's been a problem for a good while now. Fortunately, telephone requests go through OK.
