foreigner got married to english lady and now divorce...

a friend of ours married an english lady 7 years ago but now she wants to divorce. unfortunately he still has not got his passeport from the home office - this now for 7 years. in these 7 years he has not been able to travel abroad. does he need to go with his wife to the home office to get his passport with him. his wife obviously is obviously not interested.
