Its always a good idea to contact a landlord if you intend on changing, the supply of utilites is to the LL property and they may want it kept that way.0

If it was me i would still ask, good communications between a tenant and a LL makes life so much easier, just a quick courtesy email is all thats needed.0

I have changed several times and not told the landlord. As it's not stipulated in the lease, it's none of their business.
No harm in telling them if you want to, but with some landlords you can "panic" them and they refuse permission then simply because they don't understand what you're doing.
So unless it's specified in the lease, no need.
Different with water though....if you want to switch to a water meter you're meant to let the landlord know, as there's no going back on that once 12 months have elapsed.0
