no control panel and printer with windows vista home premium

Hi
I would be most grateful for some help and advice. Here is the problem, I click on the control panel a box comes up, it flickers slightly then disappears. Also my printer has gone offline. I have googled various solutions but to no avail. I can't uninstall my printer software. I have tried services.msc and software licensing solutions, I am at my wits end.

You could try another uninstaller.

If you have ccleaner installed that also has a uninstaller0
