We've got the (sometimes a bit fiddly) Canon system, which is fine for most things!

Anything is better than Windows Paint. It's like comparing a Lada with a Ferrari!
Paint.Net is excellent and free.
Photoshop is the Rolls Royce of imaging software, the free online version "Express" offers quite a few features, but if you want more power you'll need to purchase a commercial version of Photoshop (Elements is great for the home user, and fairly cheap).
Both the GIMP and Paint.Net are excellent free alternatives. You could also try Picasa from Google.0
