Switching Credit Cards

I'm new to this so go easy on me,i only have one credit card and i'm strugling to pay it off i've looked on the web site and the best option for me is the barcleycard plat 6.5% for life but the site says this card operates a rate for risk policy whats that? also how do you balance transfer?

Rate for risk means if they think your a risk you wont get the good rate, they may give you a card with a rate that is a lot higher. ie not 6.5 but 16.9 or even 19.9% or god forbid higher again.0
