The OFT in the UK has been making noise about utilities like BT/BGas who charge a disproportionate amount for customers who do not pay by direct debit, far in excess of the cost of the service. I don't often fly ryanair but I am fairly sure that at some point in the past, they offered a no/low cost maestro option.

This charge for payment by credit/debit card is NOT a tax - if it WAS a tax, EVERYONE would have to pay it.
That is why Ryanair can get away with offering £1 or 1p flights - if you have a Visa Elecron card that is EXACTLY the amount you pay (assuming you can do online check-in & have only cabin baggage).
So, Ryanair DOES have a no cost payment option - it's called a Visa Electron card.0
