Storage radiator repair...

My mother has recently moved into a flat which is heated by a mixture of storage radiators and wall mounted convector's. the storage radiator in her living room is only slightly warm when she gets up in the morning after having been warming during the night.The control knob is numbered 1-6 however at any setting below 3 the rad is cold in the morning. The front facing panel is also lukewarm to the touch no matter what number the control is set at therefore shes asked me to have a look at it. The rad is a Storad automatic COH model.
Can anyone suggest what the problem is likely to be?

Charge controller, charge limiter/ cutout, element?

    Is there not another control knob on it? We had storage heaters at the flat we used to live at and there was one control knob at one end to control the amount of heat stored and another at the other end to control the heat output. There was also an additional "boost" lever on top to open up a vent at the top. It takes ages to get storage heaters set the way you want - and when you just think you've got it right the weather changes and you have to start adjusting them again! I think we used to set the storage temperature control around 2/3rd of the way round and then the output control at about 1/3rd of the way round - and then adjust as needed. We only used the boost facility for a quick blast of heat when it was particulary cold. If you set the output too high or the storage temperature too low you won't have enough heat to last until the evening when you need it the most.

    The storage heaters are one thing i definitely don't miss about the old flat! May I also suggest you buy your mother a jumper/cardigan for Christmas!

    There isn't even enough heat stored when she get up at 07.00. She has been in a couple of her neighbours flats and they have the input set at around number 2 and their flat is roastin.

    I'm confident there is a problem with the rad rather than a setup issue.

    are other heaters working ok, might be that time switch is faulty, or set wrong, have a

    look at switch, if it is a manual one, it should be set to come on between 11/12 ish till

    7/8 ish in the morning.

    we have storage heaters, i always make sure the "output" is always on 1, and the "input" depends on the weather, if it is not too cold then set it to about 3 or 4, in the winter then we set it to the maximum, but in the evening it tends to get a bit chilly, but never have the output any higher than 1, or you will just waste the heat
