I run a second 'spending' account (basic current account) alongside my current account, the balance of which was at -£3 ... i've checked my online bank today and there is a transaction of 'Debit, Commission' for £30....
Does anyone know what this means!? Is it the charge for going overdrawn, if so, it seems an awful lot and can I claim it back...

Does sound like a bank charge.
However, given that a basic account shouldn't be able to go overdrawn I would call them up and ask them to waive it.
You can claim it, but the claim will immediately be put on hold pending the outcome of the current enquiry into the lawfulness of bank charges.
