Can't Download Emails

I have been unable to get my email today. Either the computer won't connect to the pop server or it connects but times out before getting the emails. I tried webmail, a couple of times I got ERROR: Connection dropped by IMAP server, but I managed to log on eventually and I can see a couple of emails there, neither of them long enough to prevent being downloaded. I recently set up a second email address with my ISP and I am worried that this might be affecting the original one, although I have not put the second account on my email to download automatically.
I am on XP Home, supanet dialup, Mozilla Thunderbird and I have checked my server settings and the service status of my ISP. Outgoing emails work Ok, I sent myself a test message and it arrived on webmail.

I don't know if it's related at all, but I've had problems with accessing emails on Virgin.net and even the internet at times this week, but it all seems ok today.
Virgin's support line had a recorded message saying there were technical problems affecting several ISPs and they were working with their suppliers to try and resolve the problem as quickly as possible. Never did get to bottom of what the technical issues were, but it must have been something fairly major to affect a number of ISPs. Perhaps yours was one of those caught up in the problems?
