condensation problems

We bought our house a year ago, and this winter we have noticed that every window is streaming with condensation every morning.
The windows are all double glazed, and my mother-in-law said they are steamed up because they have "lost their insulation."
I'm not sure I know what she means, and I don't know if she's right. If she is right, what can I do about it, bearing in mind I have no idea who put the windows in, or when.
Help, please?

She could mean that the seal between the two glazing sheets has failed. If this is the case the condensation will be between the glass sheets rather than on the inside surface. If this is the case the glazing would either have to be replaced or they would have to be removed and resealed, a professional job.
If there is water on the inside surface the humidity in the house is too high. This would be due to insufficient ventilation, insufficient heat or production of too much water vapour, or any combination of the three.0 -
