Royal Bank of Scotland ATM error-Took £250

Not sure if this is the right area but if not please could you point me correctly.
On the 18th July 08 I tried to take out £250 from a RBS cashpoint at a Morrison supermarket. Although I had sufficient funds it gave me a slip saying 'YOUR REQUEST HAS BEEN DENIED'.
So I tried to take out £200 (thinking it was the cash limit perhaps being the problem) and I got back a slip saying 'YOUR REQUEST HAS BEEN DENIED'.
I got home and checked on-line to see if I could find out what was the problem and £250 had been removed from my account that day - This had already been denied by the ATM and I had a slip to show this.
I went into my Halifax branch as they are my bank and they sent off a form for me by email and said wait a couple of days. A couple of weeks later I chased them again and they said they would get back to me, never did.
I called the manager of my Halifax branch today and asked what was happening and she came back to me to tell me that my initial application had been refused but they were no referring it to Head Office for a final decision, I was a bit hacked off as I said wanted to know why I had'nt been informed as told.
Even more hacked off that they are sitting on £250 of my cash whilst I have the slips to show no money was taken out yet I am not able to see what they have on their log register for the machine and they have not got copies of my slips although the branch did see them.
How can I progress this?
Anyone know if there is an official body for atm operators?
I lost £20 a number of years when a RBS machine short-changed me at a Tesco supermarket but because of the amount I did not bother to claim, £250 however is a far different matter.
Please any help much appreciated as I can ill-afford this unanticipated dent in funds at this time?

Sorry to learn of this, and I hope you get it sorted quickly.
Unfortunately Banks are blaming victims these days.
1. What you can do immediately is to inform the Police. Getting a crime reference or incident number can help convince the Halifax you were a victim.
2. Put everything in writing to their complaints dept.
ATMs' all over the land are being tampered with. Cards are now being cloned and PINs pinched in shops and petrol stations too.
Check your statements to see where the missing money's gone. You should then be able to establish if your PIN was used (cloned card) or your card details were used. Oh yeah, ask the Halfiax where your money's gone, and how the crime was perpetrated.

PS Just for info Barclays first trialled tamper-proof ATMs in 2004. A good attempt but they don't seem to be working too well (July 2008). Oh yeah and RBS & ABBEY ATM's have a security design fault (IMHO).0 -
James this seems to me just to be a case of a faulty ATM, nothing to do with cloned cards or anything else your post suggests.0

Sufficients funds in the account before visiting the ATM.
Being denied access to these funds.
Statement shows withdrawal of £250 (poss max for that day at an ATM)
Usual frist sign of your account being attacked is either you're denied funds such as in this case at an ATM, or get a shock when you check your statment.
I'd also suggest if it was a 'faulty' ATM this would have been sorted by now.
I hope you are right for Crashdive's sake, but I doubt it.0
