Landlord witholding deposit because of outstanding bills

A few people have mentioned that a landlord won't be able to get account details form a utility provider, but in fact it is easy for him to do so. By opening my post and obtaining the account number, both Yorkshire Water and British Gas were happy to divulge any and all details of our usage and finances. He didn't pretend to be me, either - he acknowledged he was the landlord and not a tenant.
Just so you know - your account's history is accessable to anyone to whom your bills or post are.0 -
just to echo the above... when we moved house we took over the same energy provider and when i log onto my account, whilst i cant see any financial info, they are happy to provide all historic usage stats going back 2 years. They even told me how my monthly payments compared to the previous occupant!0

As a LL, Ii am not the energy company's bailiff.
The deposit is for damage only (and possibly unpaid rent). It should be returned.
