Damp patch inside but not outside

i've just been stripping the wallpaper and a large piece just above the skirting just literally fell off. It was just damp. Its on an exterior wall but when i checked the outside wall it looks and feels perfectly dry.
Had a check and there doesn't appear to be any mould. Its fairly close to where the sky cables come in but they do have a proper weather proof cover on them. I've also just had cavity wall insulation installed.
outisde the patio flags that are next to the house haven't been sealed so there is a gap which i mentioned to a builder recently and he said as the house was damp proofed it would be ok as damp would only rise from the foundations to where the dpc starts on groundfloor level.
any ideas anyone pls as i'm scared its going to turn out into a big job.

I think I've read on here that mould is usually related to condensation rather than rising damp.
I've got a simular issue with paving slaps sloping into the house, in one spot there was damp inside but no sign outside. As I renovating and plaster knocked off on inside where damp was I knocked out some bricks to get access to the cavity. At that point there was alot of debris in the cavity breaching the dpc and the cavity. I cleared it out and hopefully its resolved! I had around 3 buckets of old mortar and broken brick out of the gap.0
