Have you supplied the insurer with the receipt you got for the car??? I think this is critical.

Also do you state the true value on the proposal form?, but probably not so critical.

Edited to add; How does the price you paid stack up against those quoted in such as parkers guide?

I've quoted prices from a selection of 3 guides, Parkers, What Car and Glasses and asked for the average of the 3 and that worked for me when the first offer was too low.
If you get no joy from that, look for the insurers complaints procedure which they must publish somewhere, likely to be on their web site and other documents you got with your policy and used it before you resort to contacting the FSA / Ombudsman.
The insurer will not want you to contact the FSA as they will then be liable for paying investigation costs regardless of guilt which a few years back started at an absolute minimum of £700 but can run into 1000's for a complex case.
