This was on my local BBC look north news program yesterday. It looks like it alters the engine management system and from the report it looks promising, they said it was only available so far to businesses

It's a tuning box programmed just for fuel saving.
It's far from unique, there are many products around that will increase power by around 20% and give you up to around a 10% to 15% fuel saving depending on how you drive it.
One I'm familiar with switches between an economy mode when cruising and performance mode when accelerating in 0.1 seconds (seem less) giving the results above.
Alternative to plug in boxes - a remap of the cars ECU - similar if not better results.
