Sash Windows refurb quote

Options
I have old sash windows in my house and have recently got a quote to get a draft proof system put into the sitting room bay-type sash windows (six separate windows). This includes refurbing the windows so they all open, tidying up any little bits of rotten wood, fitting the handles to lift the windows and sorting out the locks etc as well as installing the ventrolla-style system. I was quoted £480 plus VAT. I was also quoted an additional £60 plus VAT to replace a cracked window pane (one of the bigger ones).

Does this sound fair? I am limited in terms of getting quotes since the only other people I've heard of who do this in NI are Ventrolla themselves....

Any advice or suggestions very gratefully received.
