International delivery lost by ParcelForce - opinion needed

Dear All,
I had important documents sent to me from other European country (including re-issue of my driving licence) through EMS, which is guaranteed 3 days recorded delivery within EU. EMS is delivered within UK by Parcel Force and so was my parcel.
I could not believe my eyes, when I tracked my parcel on the PF website 3 days after the intended delivery date. I could see that the parcel had been delivered and somebody I do not know had signed for it as the receiver. I spoke several times with the manager at PF, it seems that the driver gave the parcel to somebody else (I live in a house of flats so there is a lot of apartments around). Unbelievable.
As the things stand now -
1) my parcel with valuable personal documents and driving licence is lost
2) PF does not want to talk about any compensation as I am not the sender
3) Post office from the country of origin says from their point of view everything is OK, as the parcel left the country on time and they do not see any grounds for making any kind of claim.
Is there anything I could do against the unprofessional behaviour of Parcel Force? I cannot believe that they can give highest priority international mail which requires signature to just a random person and in the end can get away with that.
I will greatly appreciate your input.

Did you get a slip through your door to say it had been delivered to a different address? Sorry I have not got any advice only asking because they did the exact thing to my sister. I ended up arguing for half an hour with Pf as they had not tried her house or left a slip. They delivered it to a post office and she only found out a week later after tracking it online. Then the post office would not let her get the parcel as she had no slip. In the end the p.o had to sort it. But they did inform her that they r doin it alot lately.0

I know 3 of my immediate neighbours and they are not the person who signed. When I track the parcel online I can actually see the scan of the signature. I think you need to sign on some kind of hand-held registration machine which also scans the code of the item.
No, they did not left any message for me. I did not think about it, but that's what should have happened. I spoke with a caretaker of the condominium where I live and he told me PF often leaves packages outside of his office if he is not there. It is incredible, that is supposed to be the most quick and reliable service apart from courier companies.
One thing that makes me furious is that they can get away with that just like that. Brrrr.0 -
complain... but surely the courier KNOWS what number they left it at... they keep records of that...0
