ISAs and Council Tax Benefit

Hi there,
I am looking to apply for Council Tax benefit as I am making the transition from undergraduate to postgraduate and am liable for council tax for the period in between.
The forms that I have received state that savings of up to £16,000 are taken into account. I was just wondering what money that includes- ie. bank accounts, saving in ISAs etc.
Any advice would be much appreciated.

'I can't deny the British influence on my accent and mannerisms, but I don't know the British national anthem, I didn't weep for Princess Diana and I always cheer when Britain loses at sport. That's how British I am' Constantine-Simms. :T
