Can Bank debit my account without permission?

Changed some foreign currency - agreed and signed for the exchange (I was selling) and the Bank applied the proceeds to my account. They have now reveresed that transaction and applied a different rate (lower proceeds)
Before I contact them am I right in thinking that thats not within their gift?

If you were offered a rate, which you agreed to, I dont see what right the bank has to then change the rate. I'd get on the phone to the bank and find out exactly what has been done and why.0
