what is "an assignment" an a council tenancy

hi, just been browsing my local councils website and when under "your tenancy" it says that the tenant is enitled to do an exchange, a succesion and an assignment. I know what the first two are, its the assignment thats got me stumped. Is it where you can sign the the house over some someone else such as a family member.

we have just been down to our local council to try and do it as at the moment there are 7 of us living in a 3 bed house (we are living with my parents and brother) and my mum wants to move, me and OH have been on council waiting list now for 2 years. The man at office said that the fact that i have two kids with only a 4 year age gap that there is a chance that they will want to put me in a 2 bed. I'm terrified now of what they are going to say, because if they won't let me stay here they are going to put me, OH and 2 kids in a hostel on other side of town. My eldest son has lived here all his life, all our friends are here and we have got my son in to one of the best schools in my town, if they move us there is noway i could get him to school.
He said he will contact us by the weekend with a decision. I really am terrified, I stated on my application form that i wanted a house in this area for support of family and the fantastic school so hopefully, fingers crossed they agree to let us stayWork like you don't need money,Love like you've never been hurt,And dance like no one's watchingSave the cheerleader, save the world!0
