Need to help neighbour/black screen

The lovely young man who lives next door to me has not used his computer for a long time. There is a fault and he cannot afford to take it to a computer shop as he is not working yet. I said I would try and get an answer for him.
After booting up he gets a black screen and the words:
"DISK READ ERROR" and advises him to press
Ctrl/Alt/Delete together
When he does this the black screen appears again.
Someone has told him his hard drive is bust. Is this correct?
Hope someone can help.
