Need to make a pop up always on top application.

I am using a matched betting web based calculator and was hoping to create a pop up application that can be downloaded and be used as an always on top application.

I would like to turn this
http://www.small-world-web.com/supermatcher/

Into something like this
http://www.bakersrealm.co.uk/matcher.zip

Now I am useless at techie stuff so dont really know if it is easy or not. any help would be appreciated. Thank you

As far as I can tell, you've probably hit the nail right on the head with the second one. It's pretty compact and flexible in that you can adjust most of the parameters to determine your bet, including things like over and underlaying (if you adjust the stake forfeit of odds numbers). However, it's not the friendliest one to use.

While it's not as compact or stay on top, I also like Williegofar's stand-alone calculator - http://myweb.tiscali.co.uk/jhtiscali/JHMatch.exe

I don't think that these are necessarily too complex for an experienced programmer to throw together, but for the likes of you and me - it's probably slightly over our heads to do quickly on our own!
