dvd to mpeg

Hi all,

I have a camcorder ( tape type) but can easily burn to dvd using my dvd recorder .
So now I have a dvd movie and I want to email part of it or put it on my website but its obviously too big in file size and too long ( in time)
How do I
1. just cut out a section of the footage?
2. then, change that from DVD to another format? Do I change it to MPEG and is it MPEG 4 I use?

I have looked on download.com but not sure what to use. Ideally I want a program that just does these 2 things and is straighforward to use.
What settings/compression do I use? If the MPEG was a minute long how many MB should it be?
