I would consider talking to the landlord about checking the efficiency of the central heating at least. The boiler should be serviced annually anyway, but they may not have to spend a fortune to make the heating burn more efficiently. If you check http://www.boilers.org.uk and click on the Annual Fuel Estimator link you'll find even an old heavyweight oil boiler with 55% efficiency should only cost an average of £288 a year to run in a flat, and even the costs of running one in a detached house don't match yours!
There are some incentives available for improving home efficiency.
