Laptop Problem! Need help

Hey Guys - wondering if anyone techie here can help.
Got a laptop to fix - has a windows stop fault which causes it to restart - so it sits in a restarting loop. Now i can easily reinstall windows, i was plannign on doing that anyway after formatting. But, it has no floppy drive, or internal CD drive, only a USB external CD drive which i cant get to boot the XP cds which are normally bootable. Go into bios and try and take out the HD from the boot order and you cant, you can only re arrange the order of the HD, FD and CD. So i simply cant get it to boot from the CD to reinstall windows...
I think the USB drive isnt recognised that early on in the bootup, as the USB drivers are not loaded yet, but i was thinking of buying a cheap FD external, but i cant guarantee that that would work, does anyone know if USB FD drives boot up like a normal FD drive?
Any ideas?

USB dont load on boot, well not on my laptop.0

Some laptops have an option in the Bios to allow booting from USB devices. This should allow FDD or CDrom.He who knows all the answers has not yet been asked all the questions.0
