It's irrelvant if the regs change as they are not generally retrospective. For example i had gas boiler installed and at the time the installation met the gas regs. A few months later i also had a new gas meter installed after a slight leak. A year later when the boiler was serviced i got a warning notice about the pipes in/out the gas meter (that required no further action) because the regs had changed! If my boiler blows the house up the investigation that ensued would likely check with CORGI whether it was installed legally and search out my installation certificate and be looking at the date on it.

Changing a light switch (in a living room) would be outside the scope of partp
It would not be notifiable to building control and as has been stated already is a relatively simple job.
unscrew the switch look at the wiring and post back on here what it looks like if you are not sure.
If you are lucky there will only be 2 wires and an earth to the back of the box.0 -
....And if your unlucky and follow the above post to word you may get electrocuted..
...You missed the REALLY vital part....switch off power at the consumer unit. This is exactly what i mean about giving this sort of electrical advice on a forum. Someone of limited knowledge might wrongly think that because the switch is turned off the cables in it aren't live - they would be sadly mistaken!
As someone claiming to be a part p registered spark you should really know better!

No offence meant to you Careful with that Axe...just doing my bit to prevent nasty electrical accidents! Rather than doing yourself ..is there anyone who could come round and show you how to replace the switch?
