builder not corgi registered my rights??

hi people

my builder replaced my gas pipe, i didn't think anything of it BUT i am now worried as he presented me with a gas certificate and he is NOT corgi registered (in fact he got his polish helper to put it in)

what are my rights on this matter? i have refused to pay him his remaining balance of £500 as i am not convinced he has acted correctly.
is there anything i can do? as somehow he has a gas certificate (and i am sure they ask for a corgi registered person who did the work?) but in reality he got his sidekick to do the work who is NOT corgi registered (who actually struggles to speak english)

    Should be the installers CORGI registration number on the written certificate . So first off i'd enter that number here: http://www.trustcorgi.com/findinstaller/checkaninstaller.htmx and check that even the builder is actually registered with CORGI.

    problem is that he refuses to give me the certificate until he gets his final payment. we are at a stalemate

    I think it must be a corgi who issues the certificate, provided he has inspected the work and it is up to standard. My installer (corgi registered) said I could do the work and he would check it. In fact he said some corgis only do checking and issuing certs for non qualified people.
    Why not ask for his corgi reg No and check him out?

    From what I understand he only need be registered when he inspects the installation and issues the cert, as I said my installer told me this so it may not actually be law. However he had no reason to mislead me.

    Also I would be very wary of using the installation if it's not certified, you could possibly end up in deep doo doo.

    To clarify, you usually get a handwritten CORGI form completed by the installer (that was the "certificate" i was referring to above). The installer then informs CORGI who will issue the official printed certificate. It can take a while to get the official certificate - as in a month or two rather than days or weeks.

    If you don't have their CORGI registration id you could use the search on the website to search by the installers post code or else contact CORGI.

    I would phone CORGI before taking the matter up with trading standards to clarify the situation. They should be able to tell you if the paperwork has been forward to them yet (if it has ask them to clarify the information they have about the work) and should advise you what to do.

    He should have been registered before any work was carried out in relation to a gas fitting, contact Corgi tomorrow on 0800 915 0485, they will ask you the right questions and tell you if this person is registered, it'll help if you have his postcode.

    If he is not registered my advice would be to call out a local RGI to check that the installation is safe.
    Mine needed a new fan so that must be whats wrong with yours:D

    Good morning: Excellent advice from Razor (again);) I would just add that CORGI issues Building Compliance Certificates for the installation of heat producing gas appliances not for other gas work (your CORGI will provide you a 'Gas Safety Inspection' certificate aka CP4 on request). Further advice on gas safety issues is also available from the HSE .

    A final thought...any RGI who certifies non-RGI/DIYers work is a fool and a criminal: my OH would never put his name to anyone else's 'handiwork' as it is his reputation, registration, freedom from incarceration as well as lifes at stake if it all goes pear shaped:eek: Stamping out illegal and unsafe gas work requires cooperation from the consumer as well....check a CORGI's registration before any work commences, report the cowboys and the incompetent RGIs.
