No dial tone with cordless phone

Bought one of these a BT cordless phone, all the correct icons are displaying on the screen except there is no dial tone, I cannot make any calls. I have checked the telephone line and main adaptor again and everything seems to be working. I have followed the manual to the letter. I know, the phone is registered to the base as the icon is showing on the display. There is a grren and red light showing it is connected.
It seems strange to me that all the correct icons are displaying on the screen when making or receiving calls except there is no dial tone and I cannot get or make calls although the phone rings. Is it possible it is due to a fault in the phone line and again why does the phone rings for incoming calls? This is realy doing my head in trying to understand the logic in it.
I honestly do not know what to do,bought it from e-bay, a bit concerned if I sent back and there is no fault,I had to pay a small fee. Not really worth it considering the phone costs me £12 + plus the postage. this has really put off using e-bay. Hope there is a techie here who can help.

the plug where it goes into the mains on mine sometimes go awol, i unplug it and then plug it in again and away it goes for some unexplained reason.Like yours it keeps the display but no dial tone until i take it out and replace it again.my bark is worse than my bite!!!!!!!!0
