Which offshore savings

I am going to retire in France and have approx £100K that i would like to tie up for max one year at a time but get monthly interest gross paid to my current a/c in France. i am finding it quite difficult to get interest rate info for whats available offshore. What particularly puzzles me is that the interest rates quoted for sterling a/c's is much higher than for euro a/c's. Can someone explain why and point me in the right direction to set something up.

British central bank interest rates are much higher than Eurozone rates.
