Bal transfer too much transferred

We have a citibank credit card with a balance of £2600. I Balance transferred £1600 to IF. I thought that when I called them 3 days ago, IF has paid them already and we still have a balance of £2500. So, I called Bank of Scotland credit card and balance transferred £2500. But when I called Citi today, they said that they received the payment from IF 2 days ago, and as of today, our balance is only 900.

I tried cancelling the BT of Bank of Scotland, but they said they cannot do that as it is too late.

The question is, when BOS transfer the £2500 to Citi but we only have a balance of £900 with Citi, will Citi accept it and just let us have a £1600 CRedit, or will they give the money back to BOS?

The thing is, when I checked BOS Accounts today. THey have charged us already for the BT of 2500 plus 50 transfer fee.
