No it isn't as good as using a phone line. Something which is slightly better and gives you a proper phone number with the right area code for where you are is Sipgate.

BUT if you're not bothered about incoming calls from landlines/mobiles and simply want to do PC-PC calls, might as well just stick with MSN Messenger.
