Charged for failed withdrawal at RBoS ATM

The other day I made two attempts to withdraw cash from RBoS cash machines, both of which failed with a 'transaction cannot be completed' error, right at the end. No cash was dispensed, and I thought nothing of it at the time.
Today I logged into my HSBC online banking to move the £500 rent money I had sitting in my savings account into my current account so that I could transfer it to my landlord. My rent is due today (1st August). To my horror I was sitting almost £10 in unauthorised overdraft due to BOTH of the ATM transactions having been deducted from my account.
This leaves me in the wonderful situation of being:
a) flat broke until payday next week
b) £10 short on any rent payment to my landlord (embarrassing but probably not the end of the world)
c) incurring charges on my HSBC current account.
I called RBoS who said I'd need to speak to HSBC. HSBC initiated their reclaim procedure with RBoS which will apparently take up to 17 working days, subject to the RBoS investigation. Meanwhile I'm left up a certain creek without the proverbial paddle.
I'm absolutely furious and in a bad financial position. Has anyone had a similar experience and found a way to get things sorted out more quickly? HSBC to their credit said they could have arranged a temporary overdraft but not over the phone, and I didn't have time to get to a branch.

Unfortunately, it is a slow process. HSBC would have completed an ATM dispute form. That goes to their head office(in plain terms) who then ask RBoS to check their ATM who will then confirm any discepancy before sending the funds back to HSBC to then credit you. The ATM provider has 10 working days to respond once contacted.0

Can see no reason why an overdraft couldn't be arranged over the phone.0
