An IO Error occurred!

Hello,
I was trying to upload a file the other day and got this error message "An IO error occurred".
I know it's not a problem with the file or the website as I was able to upload it fine from my laptop.
The desktop I have was an old one from work so I think it is maybe some restriction the IT dept put on the system but I don't know where to look to turn it off - please does anyone have any ideas?
