Parking fine problem, need help
My dad drove my car down to Romford on the 26th of May. What happened is he got a ticket and then he called up and asked where he could park with a disabled badge and made it clear he got a ticket with a disabled badge. The person told him he could park in a resident’s bay. This is what he did and when he came back to the car he was shocked to find a ticket.
So then i appealed for him for both tickets. I got response for the first one. At the same time in the same way. Then i got a response for the first ticket and they said that the parking space was not for public use and that the whole parking lot was not for public from Monday to Friday.
So i paid the ticket off for him and waited to hear back the second ticket but didn’t get anything back. Waited and waited and nothing so i assumed as he had gotten 2 tickets they just canceled the first one as they were on the same day. So i deleted the pdf file which i downloaded after filling in the appeal form online.
Then i started work in romford and asked a parking attendant if I could park on a single yellow line on bank holidays, and he told me course u can it counts as a Sunday. So first bank holiday i parked and didn’t get anything as he said I wouldn’t. Then next bank holiday i got a ticket. The 9th of April, so again i appealed and waited and waited and I didn’t get anything back.
I thought great they had 28 days to get back to me and they didn’t however then the nightmare started! I got a Notice to owner for both these tickets. I called the havering council help line and spoke to someone who told me i only had one outstanding ticket and then i queried her until she said ''ow ok, u do have 2''. Then she said that i had never appealed and that I had to pay the increased fees of £80 and £130 within 28 days of the letter. Then I asked if she could have a better look to see if it’s on their system and she told me I was having a laugh and closed the phone off on my face.
Now I’m thinking of going to court as i did appeal for all 3 in the same way. The web page confirmed that it was successful and now they’re asking me to pay £200 which was originally £100. I have proof of calling the help line before parking for the first fine. However i have deleted the proof of appeal for the first one and the second one I didn’t even download it. Havering is the worst council I have ever seen when it comes to parking. I am now looking to go court and fight my case.
What do u guys suggest I do? They are saying that I haven’t even filled the appeal form but i did for all 3 of them. I even gave them a call for the ticket on the 09th of April to ask if i was in my 14 days to appeal again I have proof for this on my phone bills.
Please help me i am not too sure what to do.....

Did you empty your recycled bin (on your computer)? If the file is in there, just restore it.
If you did delete it, do you know where you had stored it before you deleted it?
Download a deleted file restorer program and search for it. If you want to, go to techie board to ask if they can recommend a good one to use, tell them what Windows system you have.
I use one called rest2514 it works for me

Click on the link save the file on your computer on a drive which is not the drive where you saved your pdf file. Extract the zip file and run the file inside, it will self extract again to the folder. Then run the file called restoration.
When the program opens, select the hard drive that had the file on it.
type PDF in the box below that,
tick the two boxes below that
and then click search deleted files
If it comes up in the first list, click "no" on the popup.
select the file by clicking it
click on "restore by copying'
a popup will come asking you where to save it, choose a different hard drive to the one where the file is, default is the rest2514 directory, this will be fine because you already installed the program into a hard drive that was not the one where the file was originally.
It will quickly copy the deleted file to that location. You then navigate to the location and open the file.
There is no guarantee it will open.
But it might have a filename which is relevant containing the appeal reference number for example.

i have tried the software you are talking about and the file came out corrupt.....

If it's corrupt it's likely it was partially written over. Ask in Techie Board for for any possible use of some other super cool software that I don't know about.
Even if it's corrupt it may be possible to read some of the files contents with other software.0 -
ok i have one of my friends whos trying to find super expensive software that may be able to do it...
guys thanks for all the help i have now posted it on pepipoo so hopefully they can help me out otherwise im paying out a good 200 quid ....:(0 -
I dont know about Havering being the worst council for parking tickets - Lambeth are the worst but they can be beaten.
As Havering have ignored your appeal and basically sent you a Notice to Owner, admit to nothing - submit your appeal to PATAS (if its a London Borough) or to the National Parking Appeals Service. Take it from there.
Always read time plates when you park and never take a parking attendants word for anything because they lie and are there to ticket you and get big bonuses from their employers.0 -
horace i see what u mean but whats the point of what he did, he maybe done his target for the day but now i am having to deal with this and there is no need for any of this. I could have parked where i usually do and walked 10 minutes.
i will do as your saying, im hoping that the guys at pepipoo can help me sort this out
