Are EON+scottish power really capped?

My neighbour sells Southern electric and during a conversation with him he reckoned that the EON and Scottish Power capped plans are not TOTALLY capped at all. Something about there being small print stating that if prices rise to such a degree bla bla bla then they can exceed the capping.

Does anyone know if this is the case or not? I cant decide if he's feeding me a line that he feeds people he's trying to sell to or if he actually knows something most dont? He reckons the british gas capped plan is the only true capped one (the one you have to pay an exit fee).

I've just (hopefully) capped payments with Scottish Power and there is a get out payment with them of about £50 on dual fuel. So, he's got that wrong to start with.
