What would happen if I shut off the power and gas supplies to my property and still lived here?

Other than the obvious of no gas, electric, and the consequenses of course ;)

Would I be breaking the law? Will I still be charged for consumption?

your bills would be estimated based on proven consumption unless an actual read was obtained, all you would need to do is call your supplier with a read from your meter and they would re-bill your account from your read
