Scottish power capped prices

I am seriously considering switching to SP capped tarif,however I note there is a penalty to transfer away from them.My question is does this penalty always apply when you want to leave or do you have to remain with them for a minimum period of time.
I am asking here as Scottish power customer help line is either engaged or connects you to the answer waiting stack and after a 45min and a 1hr 10min wait I gave up
So I am having slight doubts after the excellent service I get from Atlantic.

I'm already a Scottish Power customer and changed yesterday to a capped tariff for 12 months. (Online account) I was told there would be a penalty charge if I left before the 12 months unless I were to move house then it wouldn't apply. As I don't intend changing provider again before the 12 months is up it's not a problem for me.

I've been with SP for about 10 months now and I'm usually able to get through to an adviser pretty quickly and find them really helpful and pleasant to talk to.
