Noob Help_ Cash Plus Credit Builder Card

I recently applied for a credit report as i have been constantly refused for a credit card.
The report basically didnt tell me much, just what i had applied for over the years, what accounts etc. I think my main problem is that i had a credit card i was late with my credit card payment (over 5 years ago, being young and stupid) however all account were settled.
Ive wanted to apply for a credit card because im desperate to improve my credit scoring as in a few years i want to apply for a mortgage with my partner (who has an excellent credit scoring).
My last hope seems to be a Cash Plus Credit Builder Card. I just need to know the pros and cons, idiot guide style please, does it actually improve your credit scoring??
